Consortium, International, Outward Bound, and Transfer Schools are all part of a network of schools called ACCESS citywide schools and programs.
Consortium Schools:
The New York Performance Standards Consortium was founded two decades ago on the belief that there was a better way to assess student learning than dependence upon standardized testing.
Instead of basing a student’s future on a one-day (or two- or three-day) test, an assessment system should reflect a fuller picture of what students know and can do.
The Consortium’s system is based on in-depth literacy, mathematical problem-solving, application of the scientific method, social studies research, a span of mediums for exhibiting learning, and a chance for students to have a voice and proud ownership of their work. District 79 Schools:
District 79 is New York City’s Alternative Schools District.
We believe that all students can achieve at high levels and succeed in college and careers. We help students to:
- Stay on track to earn a high school or high school equivalency diploma.
- Build the skills to succeed in post-secondary opportunities including career and college.
- Gain the social-emotional skills necessary to become confident and productive members of society.
District 79 includes Court Involved Youth programs, LYFE: Living for the Young Family through Education Programs, Adult Education, Pathways to Graduation, Restart Academy, and Young Adult Borough Centers
International Schools:
International schools and academies are for newcomers who have been in the country for four years or less at their time of admission. Students are diverse, coming from over 130 countries, and represent a multitude of racial and ethnic groups, with over 100 native languages spoken in our schools. Although many of our multilingual learners speak two, three, four or more languages, all are new to learning English when they enter Internationals Network schools.
Outward Bound Schools:
NYC Outward Bound Schools transforms schools and changes lives by bringing our educational approach to NYC’s young people and their public schools, with a focus on students from educationally under-resourced communities.
Our uniquely powerful approach joins together demanding and engaging learning with an emphasis on community and character. We honor our students’ roots and dreams while preparing them for success in college, careers, and citizenship, and simultaneously working to redefine what educational excellence looks like in New York City’s public schools.

Transfer High Schools:
Transfer High Schools are small, full-time high schools designed to re-engage students who have dropped out or fallen behind in credits. Transfer High Schools are academically rigorous and students earn a high school diploma. In them, students:
- attend classes Monday-Friday
- participate in workshops
- set academic and personal goals
- have access to tutoring and Regents prep
- participate in extracurricular activities, and
- develop college and career plans for life after high school.
All Transfer Schools are supported by the Learning to Work program, which offers paid internships, student support services, in-depth job readiness and college and career exploration activities.
