The Empire State Teacher Residency Program is an initiative of the NY State Department of Labor in response to the estimated 180,000 new teachers that will be needed in the next decade. In January of 2024, New York City Public Schools was awarded $12 million under the Department of Labor’s Empire State Teacher Residency Grant, which is a part of a state-wide response to address the growing need for teachers across the state. In partnership with eight local institutes of higher education, the Empire State Teacher Residency Program will support teacher residents through deep partnerships with NYCPS priority districts.
- Residents will receive an annual stipend of $30,000
- Residents will complete 1,000 hours of clinical experience in a NYC Public School
- Residents make a 2-year commitment to teach in NYCPS upon completion of their residency.
- Eligible candidates must have a bachelor's degree and must not have previously attended a teacher preparation program.
Teacher candidates will complete their residencies in the following high-need subject areas:
- SWD 1-6
- SWD 7-12
- SWD 1-6 Bilingual
- TESOL/ENL
- Science
Participating Colleges and Universities
Teacher preparation programs from the following colleges and universities will enroll teacher candidates in their NYSED-approved residency programs:
- American Museum of Natural History-Richard Gilder Graduate School
- Bank Street College of Education
- College of Staten Island
- Lehman College
- New York University
- Teachers College, Columbia University
- Touro University
- Wagner College

Partnership with Priority Districts
Residency models are rooted in deep partnership with educator preparation programs and the schools and communities served by the school district. Residents will complete their training in the following high-priority districts: Districts 7-12, 16, 17, 19, 23, 27, 32, 75, and select ACCESS schools. Teacher residents will complete their clinical training in the classroom of a qualified Teacher Development Facilitator (TDF).
